Sadovyi’s man and embezzlement of humanitarian aid: Estonians file a lawsuit for 38 mln

Hennadiy Vaskiv, who was the deputy of Lviv’s long-time mayor Andriy Sadovyy, has become a figurehead in an international humanitarian aid scandal.

The Estonian organisation Glory to Ukraine has filed a lawsuit for over 38m hryvnyas. According to liquidator Ilmar Raag, we are talking about 18m hryvnias of financial losses and about 20m hryvnias of reputational damage.

The lawsuit describes episodes from 2023-2025 that show systemic misuse of donor funds.

The investigation believes that Vaskiv, through the “All for Victory” fund, organised a scheme to withdraw money through IC Construction. Procurements were made at inflated prices, which allowed to accumulate profits.

The company was set up in 2021, formally registered to an acquaintance, and subsequently control passed to relatives.

We are talking about 1.55 million euros of withdrawn funds, more than 18 million UAH of additional abuse and another 772 thousand UAH of international aid.

Vaskiv himself left Ukraine under the pretext of humanitarian activities and has not returned. His family is also abroad.

The fact that this is Sadovy’s former deputy reinforces the political context and raises questions about the city government’s personnel decisions.
